Programme Officer – Policy and Strategy Development

The Programme Officer (M-11) will assist with the Policy and Strategy Development and with the follow-up of the strategic Plan 2011-2015 formulation and implementation. This position is based at MRC Secretariat in Vientiane, Lao PDR. The job description can be downloaded from the links at the top of this page. Women are encouraged to apply. ILO Vacancies Announced

ILO needs three qualified staff to join its Better Work programme. Deadline for application for the posts will be on 18 May 2009. The three posts who will all be based in  in Geneva, Switzerland are: (a) Stakeholder Engagement and Sustainability Officer, (b)Monitoring and Evaluation Officer, and (c) Training and Capacity Building Officer. Details are shown below:

1. Stakeholder Engagement and Sustainability Officer

Responsibilities:

Contributing to and coordinating Better Work management systems including human resource managements, financial policies, work planning and document management systems; assist in liaising with key global stakeholders; coordinating governance structure meetings including agendas, documents, key performance indicators and minutes; and drafting elements of management systems, policies, and procedures and keep the on-line resources for the global programme and field structures up-to-date.

Background:

Minimum 3 years professional experience in economics; international development, labour or related field. Excellent command of English. A working knowledge of one or more of the languages of project countries would be an advantage.

2. Monitoring and Evaluation Officer

Responsibilities:

Compiling and maintaining database of monitoring and evaluation data from Better Work country projects; manipulating and analysing data in order to inform Better Work tool development, current operations, and future country project rollout; prepare reports and presentations based on M and E data; draft accessible research summary documents for distribution on the Better Work website and other outlets.

Background:

University degree in economics, statistics, international development or related field. Minimum 3 years professional experience in economics; private sector development in developing countries; supply/value chain analysis; corporate social responsibility (particularly in the field of labour standards compliance); monitoring and evaluation; or related field. Excellent command of English. A working knowledge of one or more of the languages of project countries would be an advantage.

Assist in the design and implementation framework of the programme’s training, capacity building and knowledge management strategy; Contribute to the global tool, and product development in cooperation with Better Work country programmes; Conduct programme related seminars, workshops and technical meetings and training courses as required.

Lao National Experts Needed

The ADB Lao Resident Mission is looking for highly qualified Lao national consultants for the transport sector evaluations – (i) transport expert to carry out technical inspection and traffic counts (preferably road engineer); and (ii) socio-economic expert to carry out social & economic impact assessment as well

as social safeguards assessment (preferably a social person who can handle economic impacts also).
